Justin serves as counsel to the Treasurer’s Office and the Commissioner of the Revenue’s Office. In the private sector he was lead representative of contracts of $93 million in value and part of the team that acquired over $400 million in total contract value projects. He practiced tax, real estate, business, and non-profit law before joining York County.
Justin was a small business and family business attorney that helped people start businesses. After the business began to thrive he helped bring the owner’s charitable visions to life by establishing non-profit corporations.
Justin is a Hampton Roads native with an MBA from the William and Mary Mason School of Business, a JD from Regent University School of Law, a BSBA from Old Dominion University, and an AAS from Thomas Nelson Community College.
